A better description of need is needed. How about?:

"Something that results for a customer (person, organisation, place or community) circumstances that can be met in full or in part by the provision of services. An organisation's strategic objectives determine the extent to which it chooses to meet each need."

Alternatives and improvements to the above are welcome.
